Opening Address and Keynote
9:30am - 9:45am | Opening Address by Permanent Secretary Stanley Loh
The inaugural MOM Learning Festival will be officially opened by Permanent Secretary Mr Stanley Loh. Drawing on the momentum of the Public Sector Learning Festival in Jul, and the MOM AI Fiesta held earlier in Aug, PS Stanley Loh will cover how an AI-enabled MOM will free us to focus on distinctly human qualities to develop, such as emotional intelligence, judgement, empathy and stakeholder management. And a true learning culture is not built on events alone.
It is built on a daily willingness to learn — and on the recognition that some of the most powerful learning happens not in classrooms, but through the people around us. Peer learning, on-the-job experience, and everyday conversations are not just useful supplements to formal training; they are how we build the habits and competencies that keep us relevant and ready. The real work is in sustaining that spirit of curiosity and growth — every day, and together.

Drawing on IAL and Centre for Skills-First Practices research, Dr Gog will make the case for why each of us needs to move from a skills-based to a skills-first approach — where demonstrated competency, not credentials, becomes the currency of opportunity. She will address what this shift demands of you as an individual taking ownership of your career health, and of organisations in how they invest in their people's skills and growth.

Across three areas, participants will explore how self-awareness can support composure under pressure, how self-regulation leads to clearer decision-making in challenging moments, and how empathy can help lower tension and strengthen relationships with clients, employers, and stakeholders. The session draws on scenarios familiar to enforcement and service delivery contexts, helping officers translate emotional intelligence into everyday practice.
